To be clear, President Trump has yet invoked the Act. However, he did send thousands of National Guard troops and Marines to California, even threatened to arrest its governor. So, what is really happening?
Are Californians revolting against the federal government? Is Governor Newsom leading the rebellion? Last I checked, negative on both. Is it a power struggle? Perhaps. What is certain is that President Trump is testing the limits on his executive authority. And California is at the center of it.
