People power is a misnomer. People have no power unless they get organized, motivated, and resourced.
Otherwise, they are just pawns serving the wishes of those in power like the Germans under Adolph Hiter and the Russians under Joseph Statlin.
Power does not come to the poople by default in spite of what they may think. It is centralized in the hands of a few. Always has, and always will.
So true democracy in any forms requires more than presence of poeple, rather their active participation.
